State Employee Health Plan (SEHP)
Thank you for your interest into the Kansas State Employee Health Plan (SEHP).The SEHP is the state’s self-funded health plan for its employees. In addition to state agencies, we have about 135 Non-State groups (qualified public entities), such as cities, counties, townships, and conservation districts as well as others who have also opted to contract with the SEHP. The SEHP offers a handful of medical plan options that include dental, vision and several other voluntary benefits. The contract length is 3 years, and you must maintain 70% participation from your eligible employees. Once the contract is signed, SEHP must be the only benefits program offered to your employees.
The Non-State group pays a composite rate to the SEHP for each of their covered employees; the rate doesn’t differ between health plans selected, but it is higher for those covering dependents. The employer rates are subject to change every fiscal year in July (for employees they are subject to change in January with the new plan year).
Below you will find several informative documents related to SEHP
- Non-State Public Employer – As defined by the Commission, which includes, but not limited to the following: Public school districts, community colleges, area vocational technical schools, or technical colleges, special districts or other local governmental entities, persons on the payroll of a county, township, city, county extensions, hospitals (city, district, or community), libraries, and community mental health centers as outlined in Supp. 2005 K.S.A. 75-6506(c) and supporting regulations. Attached is K.S.A. 75-6506 for you and/or your legal team to review.
- The Open Enrollment Presentation gives an introduction and overview about all the benefits and programs that are offered to State of Kansas employees. FSA and Voluntary Benefits are also available at each individual groups request.
- Non-State Employer Group Information packet. This packet gives an overview about SEHP guidelines. Generally, we require 90 days’ notice of when a new group is wanting to join the SEHP.
- The employer and employee rates are listed on the Plan Year 2024 rates spreadsheet. There is a tab for the employee as well as the employer so you can see a breakdown of both. The rates that are listed are monthly rates. all rates and plan designs decisions are made annually by the State Employees Health Care Commission (HCC). 2025 rate information has not yet been determined.
If you do decide to enter a contract with the SEHP, you will need to send a letter of intent (a sample is provided). Once the Letter of Intent has been received, a contract will be created and returned for your signature, along with a Census template for you to complete for all eligible members.
