Health Reimbursement Arrangements (HRA)
Individual Coverage Health Reimbursement Arrangements (ICHRAs) and Qualified Small Employer Health Reimbursement Arrangements (QSEHRAs) are both Health Reimbursement Arrangements (HRAs) that allow employers to reimburse employees for healthcare costs.

- Current vendor working with KACD EO is BASE online, there is no requirement for individual districts to use that vendor
- Health reimbursement arrangements are an option in lieu of employer sponsored health insurance.
- Reimburse employee health costs with pre-tax dollars (vs. incurring taxes & KPERS on stipend)
- Premiums, co-pays, deductibles, Rx, etc.
- Employee submits through the App, vendor validates eligibility, notifies employer ok-to pay, employer issues reimbursement – protocol for HIPAA compliance
- Impacts ACA tax-credits
- ICHRA eliminates tax credit eligibility
- QSEHRA offsets tax credits (no net benefit to employee)
- District by district decision to participate – no minimums
